The colonial practice of remote control over land by state governments has, led to widespread mis-management and abuse of land in a democracy. Ministers, having no local accountability, indulge in land scams. Landowners abuse litigation to perpetuate absentee rights. Urban lands frequently get abused in connivance with officials for illegal construction and other misuse. Laws regulating land are rendered ineffective.
Land, being a local resource, should be under local control. Village lands should ideally be under the control of village governments, coordinated by the district government. The revenue from land will then accrue and deployed locally and not get grossed and misused at state level.
